The Committee of Changzhi City of the Communist Party of China and the Government of Changzhi City emplement “self-forcing system”boldly as they study “Three Represents”theory and get gratifying achievements.Its important and successful factor is humane concern presented by “self-forcing system”.We can not neglect this kernel factor when expand and perfect it.
