对改进项目可行性研究与经济评价方法的探讨

我国开展可行性研究与项目经济评价已经20多年,《建设项目经济评价方法与参数》编制了两版(分别于1987年和1993年出版)。第一版带有较重的计划经济色彩,第二版也有计划经济影子,现在正在着手编制第三版。建议在经济评价方法的改进方面,要真正做到定量分析与定性分析并重,把经济评价工作的重点转移到投资估算和对生产成本、销售收入、经济效益的评估上来,加强对产品目标市场和有效需求的分析,建立适应市场经济的评价方法和参数体系,改进项目财务评价报表。同时,应进一步推进评价机构的中介化。

China has conducted project feasibility and economic assessment for more than two decades. 'Methods and Parameters for Economic Assessment on Construction Projects' has been issued in two versions (separately in 1987 and 1993). However, these two versions were written under the influence of a planned economy. Currently, a third version is under formulation. It is proposed that the same emphasis be placed on both quantitative analysis and qualitative analysis to improve the economic assessment method. The emphasis of economic assessment should be shifted to investment estimation, production cost, sales income and economic performance. It is necessary to strengthen analysis of the target market for products and the effective demand, establish the assessment method and parameter system suitable for the market economy, and improve the financial assessment statement for projects. Meanwhile, it is also necessary to further promote development of independent organizations for economic assessment of projects.
