当前我国国际产能合作的几个认识误区

Some misunderstandings about the current international capacity cooperation in China

当前我国在国际产能合作上存在一些认识上的误区,应及时纠正。第一,国际产能合作不是过剩产能,而是优质富余产能;第二,国际产能合作不是万能药,切忌盲目、冲动;第三,国际产能合作是手段,不是最终目的;第四,走出去的不仅仅是产能,更伴随着装备、技术、标准、人才乃至资本;第五,国际产能合作不是只针对发展中国家,也涉及发达国家;第六,要统筹国内市场和国外市场,不能将国内产业转移与国际产能合作割裂开来。

Currently, there are some misunderstandings on international capacity cooperation in China, it should be corrected. Firstly, international capacity cooperation is not excess capacity, but the quality of spare capacity; secondly, international capacity cooperation is not Wan drug, should not be blind and impulse; thirdly, international capacity cooperation is the means, not the ultimate goal; fourthly, going out more than just the production capacity, more along with equipment, technology, standards, talent and even the capital; fifthly, international capacity cooperation is not only for developing countries, but also the developed countries; sixthly, it should be co-ordinate the domestic market and foreign market, the domestic industry transfer and international capacity cooperation should not be separated.
