开放式创新下中小高新技术企业知识产权管理

Open Innovation-Based Intellectual Property Management for Small and Middle-Sized High-Tech Enterprises

在科学技术日新月异和知识经济异军突起的时代潮流下,开放式创新作为一种新型创新模式和竞争手段而兴起,打破了传统创新模式的桎梏。本文通过与封闭式创新相比较,揭示当前我国企业的知识产权战略在管理意识、制度、机构、模式等方面存在的主要问题,分析我国中小高新企业运用开放式创新进行知识产权管理的要求和目的,提出以制度完善保障知识产权管理效能的提升,发挥政府的政策导向和促进作用,通过开放式合作促进企业自主创新能力提升等策略,为我国中小高新技术企业进行合理高效的知识产权管理提供可行性建议。

With the development of science and technology and the rise of knowledge economy, open innovation has emerged as a new means of innovation and competition, free from the limitations restraining traditional innovation model. This paper compares open innovation and closed innovation, and points out the major problems in the philosophy, regulations, organizational structure and style of management in intellectual property strategy in China’s small and mid-sized high-tech enterprises. It discusses the necessity and purposes of adopting open innovation in intellectual property management in these enterprises. It then proposes the improvement of intellectual property management regulations, utilization of government policies and open cooperation with the aim of boosting efficiency, promoting independent innovation and enhancing intellectual property management.
