在三峡库区腹地设立“白帝城”市的战略思考

ON THE ESTABLISHMENT OF "BAIDI CITY" AND FURTHER DEVELOPMENT OF NATURAL RESOURCES IN THREE-GORGE POOR AREA

奉节“白帝城”位于三峡库区集聚贫困地区的腹地、是典型的“富饶的贫困”地区 ,由于受到地形环境、交通设施的水平限制和行政区域的分割 ,形成了三峡地区腹地典型的“鞭长莫及”的贫困地区 ,社会及经济发展缺少大中型城市的辐射作用。因此 ,建立“白帝城”地级市 ,形成新兴城镇网络体系 ,是调整库区腹地城镇空间布局结构、实现库区生产力布局科学化、促进当地资源深度开发和社会经济发展、解决当地“富饶的贫困”问题的重要举措 ,为此 ,提出了加深认识是前提 ,科学规划是条件 ,联动开发是途径 ,行政整合是力量 ,政策倾斜是保障 。

Located in the hinterland of Three-Gorge poor area,Fengjie is a typical poor city with rich natural resources.Influenced by its topographical environment,restricted by its transport facilities and administrative division,it developed into a typical poor city beyond the rench of outside heep,the socity and economic development have been lacking of influence by mediate cities and big cities. Therefore,establishing 'Baidi city'in Fengjie and developing the system of newly-built cities and towns are important measures to adjust city layout in Three-Gorge reservoir area,to realize scientific layout of productive force in this area,to promote the further development of local resources as well as society and economy,to solve the problem of poor area with rich natural resources. Thus,this paper puts forward thoughts and its countermeasures. Such as deepening understanding,scientific designing and planing,united development, administrative integrity, preferential policies,and readjustment of industries.
