关于完善港口溢油应急功能的几点思考

Some Views on Improving the Oil Spill Contingency Functions of Ports

针对溢油应急的特点 ,强调了应急功能的作用 ,并结合港口实际 ,分析了目前溢油应急功能存在的问题 ,进而提出了完善功能的相应对策及建议。

The effects of contingency functions is discussed on the basis of characteristics of port contingency.Then,the existing problems in oil spill contingency functions is analyzed from the situation of the ports.And finally,relevant countermeasures and suggestions are proposed.
