摘要
分析了铁路运输安全面临的新形势、新任务,提出2003年全路运输安全工作总的要求和总体目标,要求全路在2003年要突出抓好以下几项重点工作,把安全基础建设推向深入,为新世纪、新阶段铁路的更大发展奠定坚实可靠的基础。重点工作内容包括:推进安全管理法制化、规范化,提高设备和科技保安全的可靠度,深化安全专项整治,提高职工队伍素质,加大治安综合治理力度,搞好春运组织等。
This paper analyzes the new situation and new tasks of safety issues forrailway transportation, puts forward the overall requirements and general goal for thesafe transportation in year 2003, demands to focus on the following key tasks system-wise in 2003 and calls on deepening the construction of safety foundation so as toprovide an even solid and reliable foundation for a further development of railway innew century and new phase. The key tasks include: to push forward the legislationand standardization of safety management, to improve the reliability of safetyguaranteed by equipment and technology, to deepen the dedicated renovation of safety,to improve the quality of staff, to enhance the comprehensive management of publicsecurity, to well organize the Spring Festival transport, etc.
