提出一个兼顾QoS的层次式的多播计费框架，该框架的每一层都可根据策略灵活配置，完成计费的相关功能，诸如收集多播路由器状态、流量统计等信息，并将这些信息存入数据库。这些数据除了用于计费、网络调试外，也可以在各个自治域之间交换。

This paper proposes a layered framework for charging QoS-enhanced IP services with policy based configuration of its layers. The frame collects information such as multicast router status,flow statistics and stores them in a database.The data could be used for debugging ,accounting and exchanging between AS'administrators.
