This paper sorts out systematically the changes of the conception of 'public interest' in the development of American public administration theory,criticizes the bias and fallacy in various utilitarian and technical views of 'public interest',and contends that public administrators should be 'public interest' -oriented and take it as their professional conviction and ultimate pursuit.
