摘要
树立兼顾发展的理念,是保证高等教育大众化健康发展所必须的。兼顾发展的理念,包括规模与结构的兼顾发展,速度与质量的兼顾发展,精英与大众的兼顾发展,平等与效率的兼顾发展。要克服片面的主次思维模式,统筹兼顾地解决好我国高等教育大众化过程中应该解决的问题。
The cultivation of overall development concepts is essential to ensuring the healthy development of higher education popularization. The overall development concepts involve the overall development in terms of scope and structure, speed and quality, the elite and the commonplace, and equality and efficiency. Priority should be given to eliminating the one-sided thinking mode of what is primary and what is secondary as well as to solving issues encountered in the process of higher education popularization in accordance with the principle of overall considerations.
