产权、制度化和范式选择——对中国地方政府制度创新路向的分析

The Way of Institutional Innovation by Local Government in China:The Choices of Property Right, Institutionalization and Paradigm

该文认为,要使地方政府走出制度创新的困境,应着重从三方面入手,即:地方政府应履行自己的产权职能,以制度创新促进产权的多元化,并通过产权保护,解决微观主体的动力激励问题;以制度化约束规范中央与地方的制度创新关系;退出市场,实现制度创新的范式转换,如收缩公有经济的市场战线、明确政府职能的合理边界和放松管制等。

This paper considers that three methods should be chosen to overcome the difficulties in institutional innovation by local government in China: Firstly, the local government should perform its duty of property right, promote diversification of property right through institutional innovation, and protect private property right to motivate individuals. Secondly, there should be standardization of the relationship of institutional innovation between the central government and the local government by way of institutionalization. Thirdly, the local government should quit the market to realize a paradigm change of institutional innovation, including shrinking the market line of public-owned economy, clarifying the rational boundary of the function of government, and loosening the regulation, etc.
