The subject's legitimacy in management of international public affairs against the background of globalization is based on the sovereignty's power relinquishment, which provides 'public products' to solve international social public problems. The legitimacy is also based on the democratic choice by the sovereignty and world citizens, and on the common sense about the human's continuing development. Finally, the paper points out some possibilities and the prospect of establishing the international public management and governance mechanism.
