The Government Regulation and Its Innovation in the Market Economy

为了防止企业在追求利润最大化过程中过分偏离公共利益,政府往往会对其经营活动给予必要的管制,这就需要对政府管制的客体和管制的方式进行系统地分析。然而在传统的管制过程中,由于政府没有充分考虑到信息不对称的约束,导致管制的低效率和资源配置的严重扭曲。为了有效地改变这种现状,对传统的管制方法进行创新就成为必然的选择,激励性管制和协商性管制就是这种创新的表现。

In order to prevent the private companies from paying less attention to the public interests while they earn the economic profits, the governments always regulate their activities. This needs to analyze systematically the governments' regulation methods and their objects. The traditional regulations are inefficiency because the governments did not take into account the asymmetric information between the regulators and the regulatees.In order to improve the efficiency of the regulation,the traditional methods should be innovated.The negotiated regulation between the governments and the regulatees may be a good method.
