Emperor Suiwen-Yang Jian was an outstanding sovereign who had made some achievements during his power. Under his initiative, reformation of the legal system and establishment of the law in Sui dynasty had a great impact on the construction of the legal system in the mid -term and later period of feudal society. Through the analysis of Yang Jian's strategies experiences and effects of reformation, the article points out that the dominant ideas of his reformation are all - round legislation, establishment of law policy, regarding education as the foundation and punishment by law as the supplementary.
