摘要
论述了当前建设项目选址的法律依据以及建设项目选址实现法制化所面临的问题,为了在环境影响评价过程中建设项目选址合理性分析全面实现法制化,提出4点建议和设想:1)建设项目选址合理性分析遵循的10条基本原则;2)制定《建设项目选址管理条例》;3)出台建设项目选址技术评价规范;4)制订环境敏感区支持、限制及禁止建设项目名录。
The article discusses the legal basis of the siting of the current construction projects and the problems in it's legalization.The article puts forward four suggestions and envisagements;1)ten principles for the reasonableness analysis;2)eastablishing《The Management Regulations of the Siting of Construction Project》;3)laying down the technical assessment standards of the siting of construction projects;4)formulating the environment sensitive areas catalogue for supporting,restricting or forbidding.
