摘要 国际安全的地区化是当前国际政治结构性变化和国际安全新秩序形成的一个重要特征。在地区主义趋势加强的背景下 ,有越来越多的动力正在将地区内的国家安全利益连接在一起 ,并使它们具有了特殊的安全互动关系。安全的地区化意味着地区内国家间安全互动的情势既影响着全球安全的整体走向 ,也构成了国家安全的主要环境、有层次的战略的重点 ,并决定了国家安全利益保障的程度。地区安全体系是由地区的秩序原则和国家间能力 (权力 )的分配状况所构成的 ,可以将其划分为三种类型 :地区安全复合体、安全制度和安全共同体。目前 ,单一的世界安全秩序越来越不清晰和难以把握 ,多样性的地区安全秩序则不断涌现和明朗。总的来看 ,安全的地区化是国际安全的基础 ,而非障碍。 The regionalization of international security is an important feature of both the changes in the current international political structure and of the newly emerging international security order. There are increasing dynamics that link together the national security interests of different regions, enabling them to interact with one another. The regionalization of security issues shows that the interaction of different national interests will affect the orientation of global security, will help to create an environment for the development of national security, will become a key factor in national strategy making, and will determine the extent to which national security interests are safeguarded. A regional security system is comprised of both the principles of the local order and the distribution of the power and capabilities of the different countries. These can be divided into three types: the regional security complex, the regional security institutions, and the regional security community. At present, a single world security order has become more and more subtle and complex. However, the new diversified regional orders have become popular and explicit. In general, the regionalization of security is the basis for international security rather than an obstacle to it.
