Multilateralism and Asian-Pacific Security Co-operation

按照安全合作的性质和功能差别 ,可以把地区多边安全机制分为四类 ,即多边同盟、大国协调、合作安全以及集体安全。冷战后 ,与世界其他地区的多边合作相比 ,亚太地区最大的特征是缺乏建立多边同盟、大国协调和集体安全这三种多边安全机制的条件 ,只有合作安全得到了较大的发展。但是合作安全本身存在一定的功能缺陷 ,所谓的“亚太方式”又进一步加深了它的局限性 ,使得合作安全未能在冷战后的亚太地区安全秩序中发挥主导作用。

Multilateral security regimes at the regional level can be classified into four categories according to their nature and functions: multilateral alliances, coordination of big powers, cooperative security, and collective security. Since the end of the Cold War, compared with other regions of the world, the most noteworthy feature of multilateral cooperation in the Asian- Paci- fic region has been the lack of favorable conditions for the establishment of multilateral alliances, coordination of big powers, and collective security. Only cooperative security regimes have developed. Cooperative security as a regime, however, has some functional inadequacies, and these are exacerbated due to the'Asian-Pacific Way.'For this reason, cooperative security cannot play a leading role in shaping the Asian-Pacific security order in the Post-Cold-War period.
