The author sets up a simple two-country-model, in order to point out that the technical barriers to trade arc installed because of the technical gap and are the result of international game. After that the article analyzes the common phenomenon-the developed countries and the developing countries face unbalanced technical barriers -from different points of view. Thus the article can provide a theory explanation to developing countries how to breakthrough the technical barriers to trade effectively.
