Constitutional Modification and Constitutional Authority

宪法的稳定性对于维护宪法权威是重要的,但片面强调稳定性可能会适得其反。当宪法规范与社会实际生活之间的矛盾达到一定程度时,就需要通过修改宪法规范来解决矛盾,适时、科学的修宪是维护宪法权威所必需的。在修宪时,应当调整修宪的指导思想,增强宪法的适应性,完善宪法实施保障制度。

The stability of Constitution is important to maintain Constitutional authority, but if we emphasize excessively the stability, the effect would be reverse. When the contradictory between Constitution and reality is serious, we must modify the Constitution. It is necessary for keeping Constitutional authority to modify Constitution promptly and scientially. When we modify the constitution in the future, we should change our thoughts, promote Constitutional suitability, and improve the system which can put Constitution into effect.
