福利是人的幸福利益 ,福利涵义中的幸福是指人们在物质生活和精神生活中由于实现了自己的理想和目标而引起的精神满足或愉悦。从基本涵义上讲 ,“福利”与“幸福”是同义语 ,与“利益”亦是同义语。我们对幸福和利益基本涵义的阐释 ,也就是对福利基本涵义的阐释 ;在基本内涵和本质上 ,福利与利益及幸福具有同一性。福利的本质是人们的社会利益关系 ,认识和把握福利的本质 ,具有很重要的实践意义 ,它指导和影响社会的福利制度、福利政策和福利行为。福利的主要功能包括 :满足人的生存发展的需要 ;结成、增强和调节社会关系 ;实现社会稳定和发展。

Welfare refers to the happiness and benefits of the people.Happiness in its connotation is a kind of spiritual satisfaction or please caused by the fulfillment of one's own ideal or target in material and spirtual life.Basically speaking,'welfare' is synonymous with 'benefits' and 'happiness'.Our interpretation of the latter two is actually that of the former.In nature and connotation,welfare is identical with happiness and benefits.The essence of welfare is the social benefits relations of the people.Thus,it is of important significance to understand and grasp this essence.It can guide and affect the welfare system,policy and action of the soceity.The functions of welfare include:satisfying the needs of the people's living and development;forming,strengthening and adjusting the social relations and realizing the stability and development of the soceity.
