在公共管理中 ,政府行为的“二重性”是普遍现象。其中 ,非理性行为对政府的发展构成了严重障碍。导致政府非理性行为发生的关键因素是政府的自利性 ,并由此引起公共管理中价值选择的偏差。对政府非理性行为的调控必须从克服政府的自利性入手 :依靠完善政府动态运做机制 ,使政府的责任意识与服务意识有效统一 ;依靠改善政府静态生存状态 ,使政府的有限性与有效性高度统一 ;依靠政府质量的提高 ,使法制政府的权威得到维护。

In public administration, the key of governmental behavior is rational and irrational behavior. The irrational behavior results from selfishness of the government, which hinders advance of the government and gives rise to value deviation in public administration. So it should be from the selfishness to control the irrational governmental behavior. First, the governmental consciousness of its duty and service depends much on consummating the dynamic operation mechanism of the government. Second, the unity of governmental limitation and its efficiency is determined by bettering its static existence environment. Third, in order to improve the government quality, it is very necessary to strengthen the authority of the government.
