摘要
要把铁路推入市场,就必须认清并把握铁路改革所面临的基本的矛盾,根据铁路经营状况改善的程度来确定铁路市场化的进展程度。铁路市场化的过程中必须要解决非赢利线路的定位、对垄断组织的拆分、铁路运输设施向市场的开放等铁路改革不能回避的关键问题。铁路的改革应当是一个渐进的过程,不可能一次到位,所以应当明确改革的阶段性任务,把握节奏,有条不紊地推进改革的进程。
In order to introduce market mechanism into the railway sector, it is necessary to clarify basic contradictions confronted bythe railway reform and to define the railway marketization progress with consideration of the improvement level of railwayoperation. In the railway marketization progress, such unavoidable key issues as the definition of the non-profitable lines, theseparation of monopoly organizations and the opening-up of the railway transportation infrastructure to the market, should bedealt with. The railway reform is a gradual procedure and cannot be achieved in one step, thus the periodical tasks should beclear to promote the reform progress with appropriate tempo and scheduled plans.
