In the paper we introduce the COPS-PR protocol and point out its several shortcomings. Then we introduce the concept of meta-policies, and demonstrate that how they can be used to overcome the intrinsic shortcomings. Finally, we present the necessary extensions of the COPS-PR protocol in order to support meta-policies.
