加强高校资助体系法规建设浅议

On enhancing the construction of the subsidizing system of institutions of higher learning

针对高校资助法规在制定、执行和监督过程中存在的一些问题 ,文章对高校资助的法律意义和法律关系进行了深入分析 ,并提出了加强高校资助体系法规建设应注意的几个方面 :加强调研 ,制定切实可行的法规和政策 ;依法资助 ,切实维护学生的合法权益 ;强化监督 ,确保资助工作向纵深发展。

The article focuses on the issues of drawing up, carrying out and supervising the subsidizing regulations for institutions of higher learning. Deep analysis is made on the legal significance and relationship of the subsidizing system in institutions of higher learning with three constructive suggestions: Draw up practical and feasible regulations and policies on the basis of investigation; subsidize and entitle the students rights on legal basis, and enhance supervision to ensure the subsidize work in a healthy and deep way.
