论城镇体系规划的三个层面——因地制宜编制浙江城镇体系规划

DRAWING UP URBAN SYSTEM PLANS BASED ON THE ZHEJIANG PROVINCIAL CONDITION

对浙江省编制城镇体系规划的背景进行了分析 ,介绍了浙江省省域城镇体系规划、城镇群规划、县 (市 )域城镇体系规划的基本内容、主要特点以及所发挥的作用。提出今后城镇体系规划工作的建议 :要适应区域城市的发展要求加强研究 ,探讨可能带来的问题和解决的办法 ;重视相对均质化发展的城镇连绵区的研究 ,探讨城镇规划引导和调控的办法 ;尽快明确区域城镇体系规划的法津地位 ;强化规划行政主管部门职能 。

This article introduced the basic contents, major features and the functions of provincial territory urban system plan, urban cluster development plan and county/city territory urban system plan based on the analysis to the provincial background of urbanization. It is suggested that attention should be paid to studies on regional urban system, especially on urban combination in relatively homogeneous region. The author argued that the legislative status of urban system planning must be defined as soon as possible, the administration and supervision agencies must be set up to implement these plans.
