我国环境标准体系现状分析

Analysis on the Status Quo of EnvironmentalStandards System in China

环境标准是评价环境质量和环境保护工作的法定依据。标准体系的有效运作依赖于体系中标准的科学性和标准间的协调性。文章分析了我国现行环境标准体系存在的问题:一些环境标准的宽严程度不适当;环境标准所覆盖的保护范围不够,不利于我国经济的可持续发展;环境标准的制订缺乏连贯性;环境标准体系之间缺乏相互间的协调和统一。对环境标准体系的调整提出建议:探索制定标准的科学方法;建立健全产品的环境标准体系;建立标准制定发布机制和后评价机制等。

The effective use of environmental standards sys-tem depends on scientific criteria and harmony amongthem. The author analyzed the problems in currentsystem, and made some suggestions about regulation ofthe system. The suggestions were probing scientificways in constituting criteria; building up and improv-ing environmental standards system of products; andsetting up standards issuing and estimating mechanism.
