2 1世纪的人才资源正在呈现世界性的紧缺状态 ,国与国之间的人才竞争十分激烈。高等教育是培养人才的教育 ,国家实施科教兴国 ,开发人才资源的主要任务在高校。因此 ,从根本上说 ,高教改革的重点即在于高等院校。

The resources of capable persons in the 21st century are short in the world and the competition among the countries is very intense.Our country follows the policy of flourishing through science and education. The main task of esploiting the resources of capable persons lies in colleges and universities. So the prior reform is in these schools.
