This paper introduce a new comprehensive utilize process of low calorific value coal with high ash content. Burning mixed fuel composed of low-rank coal with high ash content and low grade limistone in a suitable proportion, the fluidized bed boiler not only produces steam generating electricity but produces mixed clinker possessed hydraulicity from which low quality cement is made.
