Guo Songtao and Hunan General Likin Bureau

郭嵩焘在湖南厘金总局创兴过程中起了非常重要的作用。首倡推广黄冕私设厘局之法于全省;手定湖南厘捐章程;使其弟郭焘佐治湖南总局;委用士人经理府县厘局;推广湖南章程于山东、广东等地。从郭嵩焘与湖南厘金的这一角度,大致可透析厘金与湘军及湘军将帅的互动关系。

In the course of setting up the Hunan General Likin Bureau , Guo Songtao did play an important role . Not only did he initiate to promote the way of private Likin Bureau set up by Wang Mian to the whole province,but also he himself set up regulations of Likin,made his younger brother to run the General Bureau,and designated the gentry to run Likin subbureaus. Besides , Guo Songtao collated and stipulated the Likin regulations on the basis of Hunan's,rectified Likin affairs in Shandong,Guangdong and other provinces.
