论以法治理念推进公安机关社会管理机制创新

Promoting the Social Management Mechanism Innovation of Public Security Organs by the Idea of Rule of Law

社会管理需要运用政治、经济、行政、法律等综合手段,但最关键、最根本的是实现社会治理的法治化。公安机关的社会管理机制创新是管理方式和管理模式的创新,并通过社会管理的理论、机制和方法创新以及制度建设,促进公安机关社会管理机制法治化的过程。因此,公安机关必须在强化尊重和保障人权理念、依法办事法治理念、公平正义法治理念和民主参与法治理念的基础上,逐步强化规则意识和法治思维、健全社会管理创新的法律制度、强化化解社会矛盾机制的法治化取向,从而不断提升自身社会管理的效率和质量。

Social management requires the political, economic, administrative, legal and other comprehensive measures, but the most critical and most fundamental measure is the legalization of social governance. Social management mechanism innovation of the public security organs consists of the innovations of the management methods and modes, which, together with the innovations of social management theory, mechanism, methodology and system building, advance the process of social management mechanism innovation of the public security organs.Therefore, the public security organs should strengthen the awareness of the rules, improve social management innovation and resolve social conflicts orientation of the rule of law for continuously enhancing their efficiency and quality of social management on the basis of strengthening the concept of respecting and safeguarding human rights,according to the idea of rule of law, fairness and justice of law and democratic participation.
