The Generating Mechanism of Urban Public Crises and the Response Disposal of Police

在都市社会中,由于人口集中、财产集聚、贫富分化悬殊、社会矛盾突出,诱发公共危机的因素普遍存在;都市人为公共危机一旦发生,则参与人数众多,蔓延速度快,处置难度较大,对其应对与处置必须依赖于警察的力量和权威。公安机关应当在深入分析其发生机理的基础上,采取合理的策略,进行正确的应对处置。

There are factors existing commonly in the urban community in which population is concentrated,property is centralized, the polarization between the rich and the poor is serious and the social conflicts are remarkable.Once the public crises made by people in urban occurred, these crises will attract large number of participants, be spread quickly and bring difficulty for disposal. The response and disposal for these crises must rely on the power and authority of the police. Public security organs should take reasonable strategies for correct responses and disposals on the basis of full analysis of its generating mechanism.
