公安校局合作应该是双方合作,不是单方合作,是全面合作,而不是部分合作。公安校局合作应该以产学研协同创新理论为理论基础,实现公安知识转移,促进科研成果转化,优化公安人才培养模式,提升公安队伍整体素质。公安校局合作模式类型多种多样,公安校局合作机制应该以利益作为纽带构建协同创新机制,同时关注公安院校和公安机关各自利益需求,更重要的是要以公安机关的利益需求为核心来开展协同创新工作。
