关中地区再造山川秀美行动战略研究

Strategy of Reconstruction of Green Mountains and Clear Rivers in Guanzhong Area of Shaanxi Province

关中地区存在着严重的生态环境问题。再造山川秀美的关中地区,应坚持系统性原则,分区分类原则,退耕还林还草与治理工业污染并举等原则。必须通过系统调查,建立生态环境数据库和指标体系;划分不同生态功能区并分别进行科学研究;集成、推广已有的与治理生态环境有关的科技成果;从行政手段、立法与执法、经济激励等方面提供保障。

There are serious ecoenviron mental problems in Guanzhong Area, Shaanxi province. To reconstruct green mountains and clear rivers in this area, three principles must be insisted firmly: the systematic principle, the classifying principle and the principle of combining the action of conversion of cultivated farmlands into planting trees and grasses with industrial pollution control. Moreover, data base and index system should be set up after systematic investigation; different ecofunction areas be classifhed and studied; existed achievements relevant to ecologial environment control be integrated and dissemineted. Lastly, safeguard measures from administration, legal and economic stimutation are needed.
