高校社会问责:内涵、特征与模式

Social Accountability of Higher Education Institutions:Connation,Characteristics and Modes

摘要 高校社会问责是公民和社会组织要求、质疑、督促、鞭策高校履行责任和义务的各种行动的总和,它具有不同于行政问责的内涵和特征。高校社会问责基本可以归纳为三种模式,即参与决策型、社会评价型和问政追理型,其目的是促使高校权力的运行符合其责任的内在规定性,以更大程度地实现社会的公共利益。构建高校社会问责制,通过社会问责来克服传统行政问责的弊端,应是我国高校体制改革的一个方向。本文旨在对高校社会问责的基本问题进行分析,期望对高校社会问责制的构建有所裨益。 Social accountability of higher education institutions(HEIs) is a sum of actions that citizens and social organizations questioning,supervise,urge,and propel HEIs fulfill responsibility and obligation.It is different from the connotation and characteristics of administrative accountability.HEIs-Social Accountability can be summarized as three basic patterns,namely,participation in decision-making,social evaluation,and investigated for responsibility and reasons.Its purpose is to make the power-operation of HEIs in accordance with the inherent regularity of its responsibility,and to realize public interests of HEIs.Building HEIs-Social Accountability system and through the social accountability to overcome the disadvantages of traditional administrative accountability,should be a direction of reform in higher education.The purpose of this article is to analyze the fundamental problem of the HEIsSocial Accountability,and for the expectation that this article has significance to the construction of HEIs-Social Accountability.
