摘要
决策贯穿于教育行政的全过程,教育行政决策是教育行政执行的起点。我国教育行政决策具有浓厚的官僚制特征:教育行政机构依据层级设置,专业化的技术官僚是决策的核心主体,决策效率相对较高。随之而来的是公众被排斥在决策之外、教育行政决策过分受制于政治因素、决策过程不透明等影响决策品质的问题。应围绕规制性要素、规范性要素和文化-认知要素等制度基础要素进行教育行政决策制度化。
The decision-making is permeated from the beginning to the end of educational administration,and is the starting of the implementation of educational administration.The decision-making of educational administration has the strong characteristics of bureaucracy:the educational administrative organization is set up according to the hierarchy,the specialized technical bureaucrat play the central role in the decision-making,the decision-making is relatively effective.There are also problems;the public is excluded from the decision-making,the decision-making is limited by political factors,the process of decision-making is opaque.These problems have affected the quality of decision-making.The system of decisionmaking of educational administration should be institutionalized on the basis of institutions,such as regulatory factors,normative factors and cultural-cognitive factors.
