要建立健全植根于我国特定文化和价值背景的现代大学制度,推进世界一流大学和一流学科建设,不断完善公办高等学校治理中涉及的治理依据、决策机构、行政机构、学术机构和参与民主管理与监督等一系列制度性安排和运行机制是关键。

In order to establish and improve the modern university system that rooted in China’s specific culture and under the values of Chinese background,and then to promote the construction of the world first-class university and the first-class discipline,measures should be taken by the government and the public universities.The measures include improving a series of institutional arrangement and operational mechanism such as improving governance rules,decision-making bodies,administrative agencies,academic institutions,the participating bodies for democratic management and supervision,and so on.
