20世纪60年代初期,国家颁布了准法律性质的教育法规以及大量配套的行政规章和命令,初步搭建了高等教育行政法规体系的框架,对高等教育走向常规治理状态发挥了重要作用,在我国教育法治史上具有重要意义。

In the early 1960 s,the country promulgated the educational laws and regulations with quasi-legal nature,as well as a large number of related administrative regulations and orders.It built the framework of higher education administrative system of laws and regulations preliminarily,which played an important role in higher education administration.It is of great significance in the history of the rule of law in our country.
