纵向课题中研究人员的劳务报酬:问题与对策

摘要 纵向课题可以定性为行政合同,也可以定性为行政给付。对于纵向课题来说,不论是从纵向课题的性质、公正对待研究人员的劳动还是当前政策所产生的效果来看,政府都应该改变政策思路,将纵向课题定性为行政合同,为研究人员支付劳动报酬。研究人员的劳动报酬可以有多种体现形式,最好的方法是在课题经费中直接体现。 Vertical subject can be classified as administrative contract or ad ministrative payment. Because of the researchers* work, as well as the effect of present policies, the government should change its policy idea on the vertical subjects’ management, classify vertical subject as administrative contract and pay for researchers from many aspects: nature of vertical subjedt, fair treatment to re searchers. Remuneration of researchere can be embodied in a %rariety of forms, and the best one is reflected directly in the research funds.
