摘要
在城乡差距较大的现实条件下,强调农村儿童受教育的'权益'属性,有助于促进农村儿童受教育权的实现。农村儿童受教育权实现的过程,也是作为公民的农民利益群体(或个体)与国家及社会关系构建和重塑的过程。在这一进程中,国家力量从起点、过程到结果的各个方面,应发挥不可替代的作用。农村儿童受教育权测评指标体现为受教育机会权、条件权和成功权三个方面。测评农村儿童受教育权,需在构建和分解指标体系的同时,综合考虑指标权重和赋值、主观性指标与客观性指标、绝对评价与相对评价,以及'观测点'的筛选等问题。
Due to the differential pattern between the urban and rural areas, the emphasis on rights and interests of rural children's education will contribute to the realization of their right to education. The process of realizing rural children's right to education, is also the process of constructing and rebuilding the relationship between the peasant interest groups (or individuals) and the society. In this process, state power should play an irreplaceable role from the beginning to the result. The evaluation index of rural children's right to education is embodied as rights of access to the opportunity to be educated, the educational condition and the cational success. The evaluation of rural children's right to education should be based on building and decomposing the index system, and consider the index weight and assignment,the subjective index and objective index,absolute and relative evaluation ,and the selection of observation point and so on.
