中国跨境电商零售进口发展与监管问题研究

Research on the Development and Supervision of Cross-border E-commerce Retail Imports in China

随着国际贸易往纵深发展以及互联网信息技术的运用,互联网在国际贸易中的作用显著,并催生出一种新的贸易形态——跨境电商。近年来我国跨境电商零售进口交易额逐年增长,成为我国一般贸易进口的重要补充,对我国贸易格局,国内就业甚至对全球贸易新格局有重要影响。然而,跨境电商零售进口因其具有匿名性、无纸化、即时性等特点,同时受进口商品数量大、品类多、商品性质难以确认等因素影响,存在诸多监管隐患。本文将着重研究在普惠贸易趋势下,我国跨境电商零售进口的发展现状、政策环境、监管隐患及改进路径。面对跨境电商零售进口监管困境,我国需要改变监管区分方式,按货物价值区分监管方式;放宽市场准入门槛,取消交易限额;建立跨境电商零售进口负面清单目录;引入PPP模式完善监管模式;加强国际合作,适度联合执法。

With the deep development of international trade and the use of Internet information technology, the role of the Internet in international trade has been remarkable, and a new form of trade has emerged-cross-border e-commerce. In recent years, China’s cross-border e-commerce retail import transaction volume has increased year by year, becoming an important supplement to China’s general trade import, and has an important impact on China’s trade pattern, domestic employment and even the new global trade pattern. However, cross-border e-commerce retail imports are characterized by their anonymity, paperlessness, and immediacy. At the same time, they are affected by factors such as large quantities of imported goods, many types of goods, and difficult to confirm the nature of goods.There are many hidden dangers of supervision. This paper will focus on the development status, policy environment, regulatory hazards and improvement paths of cross-border e-commerce retail imports in China under the trend of general-purpose trade. In the face of cross-border e-commerce retail import supervision dilemma, China needs to change the regulatory differentiation method, differentiate the supervision method according to the value of goods;relax the market entry threshold, cancel the transaction limit;establish a cross-border e-commerce retail import negative list;introduce PPP model perfection Regulatory model;strengthen international cooperation and moderate joint enforcement.
