毒品是全人类的公害,损害人体机理、破坏家庭幸福、制造矛盾纠纷、毒害社会风气。面对吸毒人数增多、吸毒人员低龄化、吸毒群体多样化、戒毒难度大等现状,如何加强并逐渐完善社会建设是禁毒斗争大背景下亟待解决的社会问题。这就要求动员全社会力量创新方式方法去探索新模式。
