On Existing Problems and Countermeasures of Locally Administrative Legislation

目前我国行政立法中存在立法质量不高、主体混乱、权限不清、程序不完善等问题,对这些问题应当从转变立法理念、加强立法理论研究和立法监督以及立法实验评估等方面加以解决。

At present, there are many problems in administrative legislation, such as low quality, confusing subjects, unclering rights and limitation, imperfection of procedures and so on. In order to solve these problem , which needs changing idea of legislation ,strengthening theoretical research of legislation and supervision of legislation, also strengthening assessment of experiments.
