新疆公安户籍管理制度改革在积极贯彻落实小城镇户籍改革精神、精简审批程序制度,缩短审批时间和做好户籍管理便民利民措施的落实工作等方面取得了可喜的成就。但新疆公安户籍管理制度仍存在与市场经济发展要求不相适应的情况,这不利于增加农牧民收入,易造成大量的流浪和留守儿童失学,导致教育质量下降,应把握机遇和挑战,对其加以改革。
