新疆公安民警防范暴力恐怖袭击安全教育存在的问题及对策

On Problems and Countermeasures in Safety Education of Xinjiang Police in Preventing Violent Terror Attack

警察自我防范意识的强弱在很大程度上决定着警察的伤亡率。因此,世界很多国家都将警察安全教育作为警察教育培训的重要内容。近年来,新疆地区非法宗教问题日渐突出,暴力恐怖事件频发,民警伤亡事件时有发生,但民警的安全教育存在着教育培训体系欠缺、针对性及实战性较差、法律制度不完善、培训流于形式和实际效果不佳的不足和缺陷。应树立"专业实用"的教育培训理念、加强教官队伍建设和完善立法等措施,以加强新疆公安民警应对暴力恐怖袭击的安全教育,提高民警自身素质、强化民警防范意识。

Self-protection consciousness of police decides the police's mortality and injured rate in a large extent. Therefore, a lot of nations in the world take police's safety education as important contents in personnel training. In recent years, in Xinjiang illegal religious problems increased gradually, and violent terror affairs occurred fre-quently, which cause death and injury of police. Current safety education of police lacks of systematic education, pertinence and practicability. And it has no perfect legal system, and is easy to be practicability, so the training ahs no good effect. We should set up the training concept of "profession and practical", strengthen the construc-tion of instructor troops, perfect lawmaking measures, improve the safety education of police in dealing with vio-lent terror raid, raises police's capacity and enhance police's self-protection consciousness.
