论侦查谋略在边防部门管辖的毒品案件中的运用

On Strategies Used in Drug Cases Investigation by Border Sections

毒品案件侦查谋略具有隐蔽性、迷惑性、针对性、灵活性、实施目的的限时性和施谋对象的不完全确定性等特性。毒品案件中运用侦查谋略的必要性是由毒品案件的特点和我国公安边防缉毒现状所决定的。公安边防部门在侦查毒品案件时常用的侦查谋略主要有巧设圈套、引蛇出洞;以惑诱错,示假隐真;欲擒故纵;巧施离间,分化瓦解;将计就计,攻其不备,以奇制胜及深入虎穴,内外夹击。毒品案件侦查谋略运用中应注意胸怀全局,周密计划,随机应变,因势制敌,依法施谋。

Investigation strategies of drug cases have the characteristics such as concealment, illusiveness, perti-nence, flexibility, the time limit of purpose and the uncertainty of objects. It is necessary to use strategies in in-vestigation of drug cases due to the characteristics of drug cases and of public border defense sections. These strategies mainly include: designing traps and alluring criminals; showing the false and concealing the true; leav-ing suspect at large in order to apprehending him afterwards; casting in a bone between and disintegration; coun-termine; striking where the criminals are unprepared; defeating criminals by a surprise action; and attacking from inside and outside. When using these strategies, the investigators should be far-sighted, considerate, and act ac-cording to circumstances, situations and laws.
