"宗教极端主义"的本质是反宗教的,为"民族分裂势力"和"暴力恐怖主义"提供着"行动纲领""思想理论指导"和"精神寄托"。民族分裂分子和暴力恐怖分子所宣扬的"宗教极端主义",是完全与宗教教义背道而驰的,并且已经发展成为影响新疆社会安全与和谐稳定的最大威胁因素。贯彻落实好党的宗教政策、依法管理宗教事务、创新社会治理,必须坚持正本清源,依法铲除"宗教极端主义"滋生的土壤和温床,严惩披着宗教外衣进行分裂破坏活动的犯罪行为;强化宗教事务治理的法治建设,加强中外联手打击"宗教极端主义"的合作,为国际合作打击"三股势力"提供优质高效的司法与法律服务;相关法律应明确"宗教极端主义"的概念和积极防范与严厉打击的具体制度措施。

The essence of "religious extremism" is anti-religious ,and providing "action creed", "theoretical guidance" and "spiritual sustenance" for the "ethnic separatists " and "violent terrorists". The ethnic separatists and violent terrorists publicize "religious extremism", which is complete against the religious doctrine ,and have developed to become the biggest threatening factor for the social stability and social harmony of Xinjiang. We shall carry through the Party' s religious policy, manage the religious business by law, innovate the social management, eradicate the growing soil of "religious extremism", punish the criminal separating activities under the camouflage of religions, strengthen the legal construction of religious affairs management, enhance international cooperation on fighting "religious extremism", provide judicial and legal service for international cooperation, define the concept of "religious extremism" in related laws, and set up concrete prevention and mechanism measures.
