新疆棉花目标价格补贴试点成效及优化研究——基于深化供给侧结构性改革背景

Research on the Effect and Optimization of Xinjiang Cotton Target Price Subsidy Pilot——Based on the Background of Deepening Supply Side Structural Reform

2008年金融危机以来,中国棉花市场受国际市场冲击,棉花价格波动剧烈,棉农增收难度加大,国内棉花供给安全面临严峻挑战。2014年起,新疆实施棉花目标价格补贴试点,对保障棉农基本收入、提高棉花品质、提升棉花流通企业国际接轨能力、完善市场调控政策体系和稳定新疆棉花生产发挥了积极作用。在充分调研的基础上,梳理新疆棉花目标价格实施背景、实施现状和新疆棉花生产状况,探讨棉花目标价格补贴试点成效及存在问题,提出优化新疆棉花目标价格补贴试点的建议与措施。

Since the financial crisis from 2008,the cotton market of China has been impacted by international market,the cotton price fluctuation was severe,the cotton farmers’income growth was difficult,and the domestic cotton supply security was facing severe challenge.Since 2014,Xinjiang has implemented the cotton target price subsidy pilot,which was effective in guaranteeing the fundamental income of cotton farmers,raising cotton quality,enhancing the international connection capacity of cotton circulation enterprises,improving market control policy system and stabilizing the Xinjiang cotton production.Based on the full investigation,this paper combs the implementation background,status quo of Xinjiang cotton target price and production situation,discusses the effectiveness and problems of cotton target price subsidy pilot,and puts forward the suggestions and measure to optimize the Xinjiang cotton target price subsidy pilot.
