改革开放40年来中国对外贸易制度演变研究

Research on the Foreign Trade System Revolution of China after the Reform and Opening-up over Forty Years

改革开放以来,中国对外贸易制度经历了探索改革、扩大改革、深化改革、改革创新、全球化时代和金融危机之后等几个阶段。无论是最初的简政放权、推行对外贸易承包经营责任制,还是20世纪90年代的汇率改革,都在不同阶段不同程度地促进了中国对外贸易发展。当前,面对美国发起的贸易战及国内供给侧结构性改革需求,对外贸易制度又展开了新一轮变革。必须更加注重对外贸易发展方式转变,有效调整对外贸易政策,鼓励海外投资,促进中国对外贸易持续健康发展。

Since the reform and opening-up,the foreign trade of China has undergone stages of exploration reform,enlargement reform,deepening reform,reform innovation,in globalization era and financial crisis era.No matter the initial streamline administration and delegate power to the lower levels,promoting foreign trade responsibility system of operation on contracting basis or the exchange rate in 1990s,they both played deserved role in improving the foreign trade development of China to some extent in different stages.Nowadays,to face the trade war started by America and the domestic supply side structural reform demand,the foreign trade system has another reform.We must pay more attention to the foreign trade development mode transformation,effectively adjust foreign trade policy,encourage overseas investment,and improve the healthy and sustainable development of China.
