“一带一路”倡议下中国西部加工贸易发展研究

Research on the development of processing trade in western China under the “Belt and Road” initiative

在'一带一路'倡议下,需要重新审视与剖析国际价值链与中国西部加工贸易的关系。一方面,西部加工贸易依托于国际社会,伴随着国际价值链的发展而发展;另一方面,必须始终围绕西部发展,通过国际价值链将西部产业从'中国制造'转变为'中国智造'。在引入波特'钻石模型'进行具体分析的基础上,针对西部加工贸易产业转型提出了建立人才培养与支撑体系,促进技术密集型产业跨越式发展;调整西部自由贸易试验区外资引入结构,积极优化自贸区产业结构;建立东、中、西部长期合作交流协作机制,以全新的开放姿态融入国际价值链体系等对策建议。

Under the'Belt and Road'initiative,it is necessary to re-examine and analyze the relationship between international value chain and processing trade in western China.On the one hand,the western processing trade relies on the international community and develops along with the development of the international value chain;on the other hand,it must always focus on the development of the western region and transform the western industry from'made in China'to'intelligent manufacturing in China'through the international value chain.On the basis of introducing Porter’s'diamond model'for specific analysis,this paper puts forward some countermeasures and suggestions for the transformation of western processing trade industry:establish a talent training and support system,promote the leap-forward development of technology-intensive industries;adjust the introduction structure of foreign capital in the western free trade pilot zone,actively optimize the industrial structure of free trade zone;establish a long-term cooperation,communication and coordination mechanism in the eastern,middle and western regions,integrate into the international value chain system with a brand-new open attitude.
