中国进口与经济高质量发展关系及对策研究

Research on the relationship between China’s imports and high-quality economic development and the counterm easures

实现高质量发展是中国成长为全球第二大经济体后保持经济社会可持续发展的必然要求。扩大进口带来的知识溢出有利于技术创新,有利于提升中国在全球价值链中的位置,有利于提高人们的生活福利,有利于推动产业结构优化,对推动经济高质量发展具有重要作用。当前中国的中间品、资本品、消费品以及能源产品等与高质量发展息息相关的进口贸易仍然存在一些问题。应采取提高中间品进口的针对性、扩大核心零部件进口,推进进口便利化、优化消费品进口结构,适当扩大服务业产品进口、提升经济增长的高质量内涵,加大环境保护类产品进口、为经济高质量发展提供保障等措施,促进中国经济持续健康发展。

Achieving high-quality development is an inevitable requirement for China to maintain its sustainable economic and social development after it has grown into the world’s second largest economy.Expanding the knowledge spillover brought about by import is conducive to the technological innovation,the promotion of China’s position in the global value chain,the improvement of people’s welfare,the optimization of industrial structure,and the high-quality economic development.At present,China’s import trade,such as intermediate goods,capital goods,consumer goods and energy products,which are closely related to the high-quality development,still have some problems.Therefore,we should take some measures to promote the sustained and healthy development of China’s economy,such as increasing the targeted import of intermediate goods,expanding the import of core components,promoting import facilitation,optimizing the import structure of consumer goods,appropriately expanding the import of service products,enhancing the high-quality connotation of economic growth,increasing the import of environmental protection products to guarantee the high-quality economic development.
